Slovakia - Telecoms Market Intelligence Alert28th May 2007 Slovakia adopted a new Act on Electronic Communications Services at the beginning of 2004. Together with supplementary legislation adopted over the following months (including rules govering access, interconnection, and universal service, among others), the market is proving to be more supportive of new entrants competing with the entrenched incumbent, Slovak Telecom (which has been trading as T-Com Slovakia since March 2006, reflecting the fact that the company is being managed by Deutsche Telekom). Nevertheless, Slovak Telekom remains the dominant force in the fixed-line, mobile communications, and data/Internet service markets. There were 235 operators licensed to install and operate telecommunications networks in Slovakia as of April 2007, up from 176 a year earlier. But Slovak Telekom is still believed to have accounted for more than 90% of all local and national telephone calls in 2006. Its primary competitors now include BT Slovakia, the DanubiaTel Group (comprising fixed-line operator GlobalTel, ISPs EuroWeb Slovakia and NET SLOVAKIA, and fixed wireless operator SWAN), telephony operator Dial Telecom (which has recently launched a VoIP offering), alternative backbone operator Energotel, Telekom Austria-owned services provider eTel Slovensko, GTS Nextra (which has acquired several Slovakian operations of Telenor as well as Aliatel Slovakia and Quadia DCT), cable TV operator UPC Slovensko, and broadband wireless operator WiMAX Telecom Slovensko. Both operators have GSM and UMTS licences. A third UMTS licence had been awarded to new entrant Profinet in 2002, but the licence was revoked when Profinet proved unable to pay its licence fee. The licence was tendered again in 2006, with Telefonica O2 Slovakia named the winner in August. Telefonica O2 Slovakia launched its UMTS network in February 2007. There were around 4.820 million cellular customers in Slovakia at the end of 2006, up from 4.540 million at the end of 2005.
