The telecommunications services market in the Middle East region has embarked on an intensive period of liberalisation and deregulation and the last two years have seen heightened interest in the development of this emerging sector, ranging from the opening of previously closed monopolies on mobile telephony and fixed-line telephony services to the possibility of delivering high-speed, high-bandwidth services such as mobile TV and video-on-demand.

So far, the process has been marked by the licensing of new operators and service providers to compete with the traditional state-owned incumbents, while the incumbents have been forced to stake stock and diversify their somewhat conservative and lacklustre service offerings.  In addition, incumbents have had to move quickly to take advantage of opportunities to expand outside their traditional operating boundaries.

Although many countries in the region have now joined or have applied to join the World Trade Organisation, some have been slow to open their markets to competition and few have actively encouraged investors from outside the Middle East to bring their technical know-how, marketing skills, and cash to the market. This situation is set to change for the better, as WTO membership is generally predicated on a commitment to liberalisation, but the key question is whether there will be any lucrative opportunities left for non-Arabs once all barriers to entry have been lifted.

This report aims to identify the main trends and developments characterising the Middle East region.  Contained within are mini-profiles on each of the main markets in the region, which identify the key players (operators and service providers, equipment manufacturers and developers, regulators and bodies with relevant policy-defining powers, and any trade organisations with notable influence over the sector), their histories and strategic plans, recent network deployment contracts, alliance agreements, and expansion and investment plans.

In addition, each country’s regulatory apparatus – such as it is – is examined, although many of the region’s regulators are still in the process of being set up and few regulatory systems are in place as yet.  Also, each country’s plans for the liberalisation and deregulation of the sector are examined, including privatisation or corporatisation of the state-owned incumbent, licensing of alternative fixed-line, mobile, and value-added service providers, and schemes aimed at fostering the development of an IT-savvy culture at large.
